Rural Development Programme 2014-2020

Sub-measure 4.1 Investments in Agricultural Holdingsdetailed description 

Scope

  • Investments, related to primary agricultural production and storage of own agricultural products, as well as with the preparation of produce for sale
  • Investments by recognized groups or producer organizations to the benefit the entire group or producers’ organization, which investments are linked to the main agricultural activity of production and / or storage of agricultural products, produced by their members, as well as with the preparation of produce for sale

Eligible applicants

  • Farmers, registered as agricultural producers with minimum standard production output of EUR 8 000
  • Farmers - legal entities should have received income from agricultural activities or public support, related to agricultural activity for the previous or current financial year, including such under the Single Area Payment Scheme (SAPS)
  • Recognized producer groups and recognized organizations of producers of agricultural products, or those approved for financial support under Мeasure 9 Establishment of Groups and Producer Organizations of the 2014-2020 Rural Development Programme
  • Legal entities, registered under the Code on Commerce and / or the Cooperatives Act, involving at least 6 entities under collective investment proposals, among which there are neither relationships of dominant influence nature, nor relatedness pursuant to the SME Act, nor participation with standard production output, exceeding 30 percent of the total volume

  

Sub-measure 4.2 - Investments in Processing and/or Marketing of Agricultural Products - detailed description

Scope

  • Implementation of new and/or upgrading existing capacities and improvement of their operation
  • Introduction of new products, processes and technologies
  • Reduction of the production’s prime cost
  • Achieving compliance with newly-adopted EU standards
  • Improving the cooperation with producers of raw materials
  • Applying environmental protection measures, including such for exhaust emissions and hazardous waste reduction
  • Improving energy efficiency in enterprises
  • Enhancing occupational safety and hygiene
  • Refining food quality and safety, as well as their traceability
  • Cultivating opportunities for manufacture of organic food via processing primary agricultural products of organic nature

Eligible applicants

  • Farmers, registered as agricultural producers with minimum standard production output of EUR 8 000
  • Sole traders and legal entities

Applicants should be registered pursuant to the Code on Commerce or the Cooperatives Act

 

Technologies and Innovations

Operational Programme Innovations and Competitiveness 2014-2020

Development of Product and Industrial Innovations Procedure - detailed description

Aim

The currently developed innovation, within industrial scientific research or experimental development category, should be at any of the following levels of technological readiness:

  • Technology demonstration in a relevant environment
  • Prototype demonstration in an operational environment
  • System, competed and certified
  • System deployment in an operational setting

Scope

  • Costs for remuneration;
  • Costs for equipment and devices, representing long-term tangible assets;
  • Acquisition costs for long-term tangible assets, needed for development purposes;
  • Costs for external services, needed for development purposes;
  • Costs for materials and consumables, needed for development purposes;
  • Rental costs, linked to equipment and devices, representing long-term tangible assets;
  • Costs for purchasing specialized software;
  • Costs for protection of industrial property;
  • Costs for project visualization.

Eligible applicants

  • Merchants, within the meaning of the Code on Commerce or the Cooperatives Act, or equivalent parties within the meaning of the legislation of an EEA-member state
  • Having a minimum of 3 closed financial years (2014, 2015, 2016)
  • Should not perform core economic activity with any of the following codes in accordance with NACE 2008: 10.1, 10.2, 10.3, 10.4, 10.5, 10.6, 10.81, 10.83, 10.84, 10.91, 11.02, 11.03 and 11.06.

Project eligibility

Projects should lead to a product development (service or goods) or implementation of a process within the priority lines of the thematic areas of ISSS (Innovation Strategy for Smart Specialization):

  • ICT and Informatics;
  • Mechatronics and Clean Technologies;
  • Industry for a Healthy Life and Bio Technology;
  • New Technologies in Creative and Recreational Industries.

Energy Efficiency

Operational Programme: Innovations and Competitiveness 2014-2020

Procedure: Energy Efficiency in SMEsdetailed description

Scope:

  • Element A
    • Expenses for the acquisition of machinery, facilities and equipment (including specialized transportation means – for freight transportation purposes, with technically permissible maximum mass exceeding 3.5 tonnes, vehicle category N2 and N3), constituting long-term tangible assets, needed for the implementation of measures, featured in the energy efficiency assessment
    • Expenses for the acquisition of long-term intangible assets (including software development expenses)
    • Construction and assembly works for industrial buildings and/ or construction and assembly works with regard to the implementation of energy efficiency measures, directly related to and needed for the launch into operation of the assets, featured in the energy efficiency assessment.

 

  • Element B
    • Acquisition of an investment project under the Spatial Development Act
    • Consultancy services for implementation and certification of energy management systems (including ISO 50001)
    • Performance of an energy audit through using a checklist (“energy efficiency assessment”) by an entity, registered with the public registry under Art. 60. Para. 1 of the Energy Efficiency Act
    • Purchase of materials, which are directly involved in the performance of the activities under Element A.

 

Eligible Applicants

  • Should be merchants, as defined by the Code on Commerce or the Cooperatives Act or equivalent entities, as defined by the legislation of a member state of the European Economic Area
  • Should have a minimum of 3 closed financial years (2013, 2014, 2015)
  • Should be micro, small or medium-sized enterprises
  • Eligible sectors
    • Sector B– Mining and quarrying 
    • Sector C – Manufacturing
      • With the exception of 10.1, 10.2, 10.3, 10.4, 10.5, 10.6, 10.81, 10.83, 10.84, 10.91, 11.02, 11.03 and 11.06
    • Sector D - Electricity, gas, steam and air conditioning supply
    • Sector E - Water supply; sewerage; waste management and remediation activities
    • Sector F – Construction 

Deadline

  • 12.10.2016
  • The energy audit should be submitted for review to the Energy Efficiency Agency no later than 10.08.2016

Scope

  • Expenses for services, including:
    • introduction of management systems, complying with the requirements of local/European/international standards
    • certification of management systems in compliance with the requirements of local/European/international standards
    • achieving products’ compliance with the so-calledessential requirementsto those, as determined in Directives (transposed in the local legislation) and Regulations (having direct effect) from a New Approach, requiring СЕ markings (including compliance with harmonized EU standards)
    • Assessment of products’ compliance with the so-calledessential requirements to those, as determined in Directives (transposed in the local legislation) and Regulations (having direct effect) from a New Approach, requiring СЕ markings (including compliance with harmonized EU standards)
    • Achieving products’ compliance withlocal/European/international standards
    • Assessment of products’ compliance with local/European/international standards
    • awarding the EU organic label
    • Implementation of good manufacturing practices (GMP)
    • GMP Certification
    • Re-engineering of processes in enterprises
    • Re-certification of management systems
    • Development and implementation of ICT-based software for management of business processes of enterprises
    • Utilization of management system’s software as a service (SaaS)
    • Co-locationof servers, needed for implementation of ICT-based software for management of business processes in enterprises
    • Presentation of enterprises before potential investors and also for participation on the capital markets in this country and abroad
  • Expenses for investments (up to BGN 100 000), including:
    • Acquisition and implementation of ICT-based software for management of business processes in enterprises, constituting long-term intangible assets (LIA)
    • Acquisition of long-term tangible assets (LTA) and/orspecialized software applications, representing long-term intangible assets (LIA)

Eligible Applicants

  • Merchants within the meaning of the Code on Commerce or the Cooperatives Act
  • Micro, small or medium-sized enterprises
  • Having a minimum of 3 closed financial years (2013, 2014, 2015)
  • Should have realized a minimum total amount of net sales income for the last 3 closed financial years:
    • Micro enterprise ≥ BGN 210 000
    • Small enterprise ≥ BGN 750 000
    • Medium-sized enterprise ≥ BGN 3 000 000
  • Should not perform core economic activity with any of the following codes in accordance with NACE 2008: 10.1, 10.2, 10.3, 10.4, 10.5, 10.6, 10.81, 10.83, 10.84, 10.91, 11.02, 11.03 and 11.06.
