Rural Development Programme 2014-2020

Sub-measure 4.1 Investments in Agricultural Holdingsdetailed description 

Scope

  • Investments, related to primary agricultural production and storage of own agricultural products, as well as with the preparation of produce for sale
  • Investments by recognized groups or producer organizations to the benefit the entire group or producers’ organization, which investments are linked to the main agricultural activity of production and / or storage of agricultural products, produced by their members, as well as with the preparation of produce for sale

Eligible applicants

  • Farmers, registered as agricultural producers with minimum standard production output of EUR 8 000
  • Farmers - legal entities should have received income from agricultural activities or public support, related to agricultural activity for the previous or current financial year, including such under the Single Area Payment Scheme (SAPS)
  • Recognized producer groups and recognized organizations of producers of agricultural products, or those approved for financial support under Мeasure 9 Establishment of Groups and Producer Organizations of the 2014-2020 Rural Development Programme
  • Legal entities, registered under the Code on Commerce and / or the Cooperatives Act, involving at least 6 entities under collective investment proposals, among which there are neither relationships of dominant influence nature, nor relatedness pursuant to the SME Act, nor participation with standard production output, exceeding 30 percent of the total volume

  

Sub-measure 4.2 - Investments in Processing and/or Marketing of Agricultural Products - detailed description

Scope

  • Implementation of new and/or upgrading existing capacities and improvement of their operation
  • Introduction of new products, processes and technologies
  • Reduction of the production’s prime cost
  • Achieving compliance with newly-adopted EU standards
  • Improving the cooperation with producers of raw materials
  • Applying environmental protection measures, including such for exhaust emissions and hazardous waste reduction
  • Improving energy efficiency in enterprises
  • Enhancing occupational safety and hygiene
  • Refining food quality and safety, as well as their traceability
  • Cultivating opportunities for manufacture of organic food via processing primary agricultural products of organic nature

Eligible applicants

  • Farmers, registered as agricultural producers with minimum standard production output of EUR 8 000
  • Sole traders and legal entities

Applicants should be registered pursuant to the Code on Commerce or the Cooperatives Act

 

Technologies and Innovations

OP Innovation and Competitiveness 2014-2020

Procedure Improving the Production Capacity of SMEsdetailed description

Scope

  • Acquisition of property, plant and equipment, representing fixed assets, needed for the implementation of project activities
  • Acquisition of intangible assets, needed for the implementation of project activities

Eligible applicants

  • Entities under the Code on Commerce or the Cooperatives Act, which meet the requirements for micro, small and medium-sized enterprises
  • Completed minimum of three financial years (2012, 2013 and 2014) prior to the procedure announcement date
  • Achieved net sales total for the last three financial years (2012, 2013 and 2014), as follows
Micro enterprises> BGN 175 000
Small enterprises> BGN 750 000
Medium enterprises> BGN 3 million
  • Enterprises with main economic activity in sectors, eligible under the procedure

 

Procedure: Support for Introduction of Innovations in Enterprises detailed description

Scope

  • Acquisition of long-term tangible assets (machinery, facilities and equipment)
  • Acquisition of long-term intangible assets
  • Obtaining services like:
    • Consulting, support and training in the transfer of knowledge
    • Consulting, support and training in the acquisition, protection and operation of intangible assets
    • Consulting, support and training in the application of standards
    • Provision of data bases
    • Provision of libraries
    • Provision of market surveys (up to BGN 20 000)
    • Provision of laboratories
    • Provision of quality labels
    • Testing and certification

Eligible applicants

  • Merchants under the Code on Commerce or the Cooperatives Act, or equivalent entities as per the legislation of a member-state of the European Economic Area
  • Applicants with minimum 3 closed-off financial years (Y2013, Y2014, Y2015)
  • The applicant’s core economic activity should not fall within the scope of any of the following codes under the Y2008 Classification of Economic Activities: 10.1, 10.2, 10.3, 10.4, 10.5, 10.6, 10.81, 10.83, 10.84, 10.91, 11.02, 11.03 and 11.06.

Eligible projects

Projects should ensure a product’s market realization (be it a merchandise or service) or the implementation of a process in a priority field of activity under ISSS (Innovation Strategy for Smart Specialization):

  • Information and Communication Technologies and Computer Science
  • Mechatronics and clean technologies
  • Industry for healthy life and bio-technologies
  • New technologies in creative and recreative industries

Energy Efficiency

Operational Programme: Innovations and Competitiveness 2014-2020

Procedure: Energy Efficiency in SMEsdetailed description

Scope:

  • Element A
    • Expenses for the acquisition of machinery, facilities and equipment (including specialized transportation means – for freight transportation purposes, with technically permissible maximum mass exceeding 3.5 tonnes, vehicle category N2 and N3), constituting long-term tangible assets, needed for the implementation of measures, featured in the energy efficiency assessment
    • Expenses for the acquisition of long-term intangible assets (including software development expenses)
    • Construction and assembly works for industrial buildings and/ or construction and assembly works with regard to the implementation of energy efficiency measures, directly related to and needed for the launch into operation of the assets, featured in the energy efficiency assessment.

 

  • Element B
    • Acquisition of an investment project under the Spatial Development Act
    • Consultancy services for implementation and certification of energy management systems (including ISO 50001)
    • Performance of an energy audit through using a checklist (“energy efficiency assessment”) by an entity, registered with the public registry under Art. 60. Para. 1 of the Energy Efficiency Act
    • Purchase of materials, which are directly involved in the performance of the activities under Element A.

 

Eligible Applicants

  • Should be merchants, as defined by the Code on Commerce or the Cooperatives Act or equivalent entities, as defined by the legislation of a member state of the European Economic Area
  • Should have a minimum of 3 closed financial years (2013, 2014, 2015)
  • Should be micro, small or medium-sized enterprises
  • Eligible sectors
    • Sector B– Mining and quarrying 
    • Sector C – Manufacturing
      • With the exception of 10.1, 10.2, 10.3, 10.4, 10.5, 10.6, 10.81, 10.83, 10.84, 10.91, 11.02, 11.03 and 11.06
    • Sector D - Electricity, gas, steam and air conditioning supply
    • Sector E - Water supply; sewerage; waste management and remediation activities
    • Sector F – Construction 

Deadline

  • 12.10.2016
  • The energy audit should be submitted for review to the Energy Efficiency Agency no later than 10.08.2016
