In a sealed envelope, sent by registered mail, couriered or handed at the addresses of the territorial units of the Intermediate Body of Operational Program Development of the Competitiveness of the Bulgarian Economy 2007-2013 – Bulgarian Small and Medium-sized Enterprises Promotion Agency in Blagoevgrad, Bourgas, Varna, Vratza, Pleven, Plovdiv, Rousse, Sofia, Stara Zagora and Veliko Tarnovo towns

Payments under the Program
Advance payment (optional) – up to 20% of the total amount of the gratuitous financial aid against presentation of a bank guarantee, covering the full advance amount requested 
  • Intermediate payment (optional) – based on cost-proving documents

IMPORTANT: The sum of the advance and intermediate payments shall not exceed 80% of the approved gratuitous aid
Beneficiaries
Undertakings, which:
  • are legal entities or sole proprietors, registered pursuant to the Code on Commerce, or the Cooperatives Act and
  • have a registered office in Bulgaria and
  • are directly responsible for the implementation of the activities under the project
  • have a minimum of 1 completed financial year (2010) prior to the date of announcing the present project call procedure
  • have generated net income from sales over the last completed financial year (2010) equaling or exceeding BGN 150 000 (one hundred and fifty thousand leva)·
  • are not enterprises in difficulties*

Eligible activities
Consultancy services
  • professional advice and consultancies on preliminary analysis, preparation, construction and implementation of standardized management systems
  • professional advice and consultancies on the preliminary analysis and/or development and implementation of systems management software for
     - Enterprise Resource Planning (ERP systems)
     - Customer Relationship Management (CRM systems)
     - Manufacturing Operations Management (MOM systems)
     - Other type of enterprise management systems
  • And/or services, directly related to achieving compliance of products with European/International standards
  • And/or consultancy services, related to implementation of good manufacturing practices
Investment support
  • New equipment and new technologies, related to achieving compliance with the requirements of standardized management system/s and/or for achieving compliance of products with the requirements of European/ International standards, and/or implementation and /or achieving compliance with the requirements of good manufacturing practices
  • Equipment, machines, facilities, related to the development/ implementation of systems management software
Services for
  • certification of systems for management by entities, accredited for certification of management systems and/or
  • for certifying the compliance of products with European/ International standards and/or
  • for certifying the introduction of good manufacturing practices
Others
  • Consultancy services for preparation of the project proposal under the present procedure – up to 5% of the total admissible expenses under the project, but not more than BGN 10 000.
  • Project visualization – not more than BGN 5 000.
 
The services for certification of standardized management systems and/or certifying the introduction of good manufacturing practices and/or certifying the compliance of products are a mandatory activity  during the implementation of any individual project.
 
A mandatory deliverable is the obtaining of a certificate for implemented management system/s, and/orachieved compliance of products with European / International standards, and/ora document, certifying implemented good manufacturing practice/s.
 
Exception to these requirements are projects, relating to activities for introduction of systems management software, the implementation of which is certified through issuing a license /protocol/ software operation manual by the respective supplier /manufacturer.
 
Minimum and maximum amount of the gratuitous aid
Maximum amount: BGN 391 166
Percentage of financing under the program
The maximum intensity under Services Element shall not exceed 75% of the total amount of admissible expenses
