Place and manner of submitting the documentation
In a sealed envelope, sent by registered mail, couriered or handed at the addresses of the territorial units of the Intermediate Body – Bulgarian Small and Medium-sized Enterprises Promotion Agency in Blagoevgrad, Bourgas, Varna, Veliko Tarnovo, Vratza, Pleven, Plovdiv, Rousse, Sofia, Stara Zagora towns

Payments under the Program
  • Advance payment (optional) – up to 20% of the approved financial aid against presentation of a bank guarantee
  • Intermediate payments (optional) – based on cost-proving documents
  • Final payment
IMPORTANT: The sum of the advance and intermediate payments shall not exceed 80% of the approved gratuitous aid
Beneficiaries
  • Unions of:
Higher education facilities, Bulgarian Academy of Sciences, Academy of Agriculture, Experimental laboratories, Institutes, Scientific organizations
And
Legal entities, registered pursuant to the Code on Commerce and the Cooperatives Act or industrial and employers associations.
  • new or already existing technology centres, operating in one or more of the following innovative areas:
       - Information technologies and/or  
       - ecological and power saving technologies, and/or
       - technologies related to health
  • having a registered office in Bulgaria
  • directly responsible for the implementation of the activities under the project
  • not enterprises in difficulties*
Eligible activities
Investments
  • Activities on establishing and/or expanding of technology centers (feasibility studies, design assignments, technical documents for execution of limited construction and assembly works)
  • Delivery and putting into operation of an office and specialized equipment  
Services
  • Consultancy services for project proposal preparation under the current procedure – up to 5% of the total admissible expenses under the project, but not more than BGN 10 000.
  • Project visualization – not more than BGN 5 000.
  • Project auditing – not more than BGN 40 000.
Candidate’s contribution in kind
  • Providing land, upon which the technology centre will be constructed or a developed real estate or part thereof for project implementation purposes.
  • The real estate shall have to be property of the candidate and shall be unencumbered with real or opposable rights, preventing the utilization of the real estate for the project purposes. 
  • The gratuitous aid under the project shall not exceed the amount of the total admissible expenses under the project, less the value of the contribution in kind
* the purchase of these assets should not have been even partially financed by public gratuitous aid.  
Minimum and maximum amount of the gratuitous aid
  • Minimum amount: BGN 300 000.
  • Maximum amount: BGN 4 000 000. 
* maximum amount of the gratuitous financial aid under Services Element – BGN 391 166.

* An enterprise in difficulties is such, which:
a) initially registered capital has decreased by more than half and more than one fourth of that capital has been lost during the previous twelve months;
b) the enterprise is an unlimited liability company, which capital, as written in its balance sheet, has decreased by more than a half and more than one fourth of that capital has been lost during the previous twelve months;
c) the company meets the local legislation criteria for becoming a subject of procedures for declaring bankruptcy. In the cases when the candidate is a micro, small or medium-sized enterprise, registered less than three years ago, it is not considered an enterprise in difficulties during that period unless it meets the conditions stated under letter c).
