In a sealed envelope, sent by registered mail, couriered or handed at the addresses of the territorial units of the Intermediate Body – Bulgarian Small and Medium-sized Enterprises Promotion Agency in Blagoevgrad, Bourgas, Varna, Veliko Tarnovo, Vratza, Pleven, Plovdiv, Rousse, Sofia, Stara Zagora towns

Budget under the scheme

For micro enterprises: BGN 4 500 000.
For small enterprises: BGN 35 000 000
For medium-sized enterprises: BGN 58 291 500

Total budget under the scheme: BGN 97 791 500

Payments under the Program

Advance payment (optional) – up to 20% of the approved financial aid against presentation of a bank guarantee

Intermediate payment (optional) – based on cost-proving documents
Final payment

IMPORTANT: The sum of the advance and intermediate payments shall not exceed 80% of the approved gratuitous aid

Beneficiaries

Undertakings, which:

are legal entities or sole proprietors, registered pursuant to the Code on Commerce, or the Cooperatives Act and
having a registered office in Bulgaria and
are micro, small and medium-sized enterprises pursuant to the Small and Medium-sized Enterprises Act
are directly responsible for the implementation of the activities under the project
are not enterprises in difficulties*
have a minimum of 3 completed financial years (2008, 2009, 2010)
have generated net income from sales over the last completed financial year (2010), as follows:

Perform their main economic activities in the following sectors/codes in accordance with the 2008 National Classification of Economic Activities :

Sector C „Manufacturing” (С10.82, С10.84 и С10.86, C20, C21, С22, С25, C26, C27, C28, C29 and С30 will be financed with priority)
J61 „Telecommunications” (will be financed with priority)
J62 „Computer programming, consultancy and related activities” (will be financed with priority)
J63 „Information service activities” (will be financed with priority)
М72 „Scientific research and development” (will be financed with priority)

Eligible activities

Investments – mandatory element under the project

Purchase and commissioning (delivery, installation and initial testing) of machines, facilities and equipment, representing fixed tangible assets, including purchase of computer equipment, needed for work with the computer applications, directly related to achieving the project objectives
Purchase and installation of long-term intangible assets – software applications for management of the manufacturing process and/or the rendered service and/or specialized computer applications for product design and development, rights under patents, licences, „know-how” etc.

Services

Consultancy services for development of marketing analyses and strategies, related to the new technologies, processes, products/services
Consultancy services for project proposal preparation under the current procedure – not more than BGN 10 000.
Project visualization – not more than BGN 3 000..
Project auditing – not more than BGN 8 000.

The maximum amount of the gratuitous financial aid under „Services” Element is BGN 391 166.

Percentage of financing under the program

Micro and small enterprises – not more than 70% of the total admissible expenses under the project
Medium-sized enterprises - 60% of the total admissible expenses under the project

*An enterprise in difficulties is such, which:

a) Initially registered capital has decreased by more than a half and more than one fourth of this capital has been lost over the previous twelve months;

b) The enterprise is an unlimited liability company, which capital, as written in the enterprise balance sheet, has decreased by more than a half and more than one fourth of this capital has been lost over the previous twelve months;

c) Meets the local legislation criteria for becoming a subject of procedures for declaring bankruptcy. In the cases when the candidate is a micro, small and medium-sized enterprise, registered not earlier than three years ago, it shall not be considered an enterprise in difficulties with regard to that period, unless it meets the conditions described in letter c).
