More Information about EU Programmes

 

Over the new seven-year period of 2007-2013 programme the resources which will be allocated from the EU budget under the structural instruments (the European Social Fund, the European Fund for Regional Development and the Cohesion Fund) amount to over EUR 308 billion and the respective portion earmarked for Bulgaria under these instruments for projects co-funding exceed EUR 6.5 billion according to the approved NSRD. The latter represents a document which each member state of the EU has to prepare in order to receive its EU funding and it addresses the needs of both citizens and businesses having as its main priority the overall development of the state by defining the national financial and investment policy.
 
 According to the NSRD of Bulgaria out of the defined priorities: basic infrastructure, human resources and production environment, the largest portion of financing based on the average EU funding p.a. is designated to projects for amelioration of the production environment (47%), 27% for basic infrastructure and 23% for projects in the field of human resources.
 
Some 90% of the funds allocated for basic infrastructure will be appropriated through projects in the field of transportation and environment and solely 10% for projects in the field of telecommunications, energy and healthcare.
 
As regards the “human resources” priority, the emphasis is laid on projects in the field of training followed by those in the sphere of education.
 
The projects focused on amelioration of the production environment in the field of industry and services have an almost equal share in the allocated funding and solely 12% of the funds under this priority will be directed to projects in the tourist industry.
 
Based on the so defined priorities in the NSRD the respective institutions have developed 7 basic Operational Programmes under which projects will be financed through the structural EU instruments, i.e.:

  • Environment Operational Programme – EUR 1 466 425 482
  • Administrative Capacity Operational Programme – EUR 153 670 723
The indicated amount of the resources does not account for:
  • Resources under objective 3 of the EU Cohesion Policy “European Territorial Cooperation” that require the development of other Operational Programmes, which is already underway: Bulgaria-Turkey, Greece-Bulgaria, Bulgaria- FYROM, Bulgaria-Serbia and Romania-Bulgaria.
  • In addition to the resources from structural instruments Bulgaria will be granted funds from the European Agricultural Fund for Rural Development (EAFRD) and from the European Fisheries Fund (EFF).
